You need to make the save on xbox 360, mod the save with Horizon (pc program) then upload the game save to cloud storage. You can then access it on xbox one

Either doesn't really matter. If you want to get technical the inside option would be better due to allowing more of a gap for airflow, but the results would be minimal.
