I think that people abusing mods is Bungie's fault, for not letting us mod in the first place.
If they openly supported modders, and had somewhat some control over the community. With Morrrowind it's a lot different, because we have Gstaff, who works for Bethesda, but is the "community magager"...
Aren't there tools in the modding tools that will extract stuff as .OBJ or .3ds? I remember some Halo 2 modding tools had this.
If not, I'd like the stuff anyways, I would find a way to convert it myself, and even if I didn't have the mesh to work off of as a reference, I wouldn't need it, I...

EDIT: Just used the search function, I searched "flyable pelican fly mod", with no results. So your logic "easily use the...
J*s*s Chr*st everyone! He's asking how to do it and no ones telling!
Okay here: Apply the flashlight (make it so it's on) and then go to the effects of the flashlight and change it to flame effects.
System link: use entity and go to "Fix System link"
Green Glow: What the f**k do you mean?
Pelicain: my only suggestion is use a itmc spawn and then edit the itmc with entity and switch the respawn time to somthing like 999 or maybe even 9999.
I know I saw a ghost rider mod where the MC's head was a skull and there were flames coming from it.
To do that you could change the mc's head model to the oddball skull then somehow get flames by maybe editing the flashlight.
