Yes, it is mandatory to play online multiplayer but it is not needed for Free-to-play games, Netflix, Hulu etc. and Cross Game Chat(Party Chat).

It is up to the developer for F2P games and I also believe indie games as well. Also, you don't need PS+ for things like Netflix and stuff like that so PS+ will only be for multiplayer and free games :D
