Any expert in the computer field will tell you doing it manually is always the best way.
Although in my experiences,
System Mechanic & Advanced system optimizer were on the top 1 & 2 every time.

Why do you need a system utility? Most of them aren't needed anyways.

CCleaner is the best in my opinion. It's lightweight, it's straightforward and it gets the job done. You don't even really need a system utility though, just find one that appeals to you. If you want barebones functionality then CCleaner is my recommendation, although you already mentioned that you have tried it.

I personally don't recommend CCleaner because it can really mess with certain computer registry's. Im personally on 8.1 and it just doesn't get the job done for me, and have heard a few stories with Win 7.

And as Edward Elrick said, id stick with Advanced System Optimizer.

It's nowhere near as hard as you would imagine, you just have to know what you're looking for.
I'll probably write up a tutorial or do a video tutorial.
