Just go to the carrier of the iPhone and ask them to remove the password.
You can also try and do this if you are on iOS 5.1:

No! You do not. Why would you even suggest that?
He stated that it is his phone so then he should have no problems going to the phones carrier and having the password removed!
Not saying there isnt a way to bypass the code. Just saying thats what there gonna tell him.

Well its not there problem he forgot his password. Plus its jailbroken they won't give him support for that reason. I know it sucks but that's the bottom line. Sorry op that sucks man.

No.... just stop.

I'm telling you I work for a carrier there gonna tell him to wipe the phone.

Hold on now. Since iPhones are pretty high up on the list of most stolen cellular devices, a carrier isn't going to just blindly remove the password lock on a phone. That would make them liable and an accomplice to thievery. That's why you can't just take it into the apple store and have them remove the password lock anymore. If you try, they will take it and restore it and give it back.

You should NEVER tell apple your device is jailbroken when you are trying to get tech support, they will just refuse service and hang up. I don't see why DFU restoring is a problem. All you do is plug the phone into iTunes, put the device in DFU mode and restore it to factory settings while updating it to iOS 7.
