I keep seeing Skype calls, But it takes your out of the game or you have to snap it, Is there a way to use it in the background?

Yes. I watched the Gamespot stream and it seemed a little different but I saw 'Invite to party' and 'Turn party chat on'.

Party chat is still a feature in the Xbox One.

I think i would still prefer to use party chat :/
Don't worry, party chat is still on the Xbox One and it's still it's own thing. You don't use Skype to party chat, Skype and Party Chat are two different things. Party Chat uses Skype's audio codec which increases the chat quality and that's where some people get confused and think that Party Chat was replaced by Skype.
Read this for more info.

Just for further proof if you need it, Party Chat on XB1 was confirmed to support up to 8 people in a Party (just like the 360), Skype on the other hand only supports up to 4 people in a call at a time.

I kind of wish they had raised the limit, most of the time a four person limit would be fine but occasionally eight spots isn't enough... It would be really cool if we could set individual limits on our party size when we make it or alter it so that you can place a max at four and things like that when it becomes too inconvenient to send out invites, like when you are in the middle of combat and your friend's internet dies.

I agree with the individual limits, that would be a cool thing. As for the increase from 8 spots, I'd have to disagree with that one. I've been a part of party's on XBL with 6,7 or 8 people and it becomes hectic to say the least. Having more than 8 people in a party would drive me crazy hearing everyone trying to talk over each other.

i can confirm there is party chat. you can send messages to Xbox 360 as well. What you cannot do is send a voice message or party chat to 360 from One. Also Apps seem limited, implementing by the day.

It all depends on how crazy the people are, I have quite a few calm friends and some that apparently don't need air to speak.

Would be worth it if they added a TS3 app.
