First off I'd like to say that I don't take any credit from finding this glitch, I'm simply passing it on to Se7enSins forum. All credit goes to TidoMan from gtaforum.
Okay, here's how to insure the vehicles.
Notes: Skipping Step 9
After driving vehicle out of garage that vehicle will be insured. If you walk back in to the garage you will notice that the vehicle you blew up will not be in your garage, if you drive a different vehicle out of garage you will not see the previously insured vehicle in garage when going back in, the vehicle you glitch insured will be missing/invisible but you will also notice the vehicle that you blew up is accessible now. Skipping step 9 will let you keep both vehicles but it will only insure your vehicle ONLY ONCE! To get your vehicle to reappear you would drive away from apartment and call your mechanic BUT you will lose your insurance doing this.
Notes: Doing Step 9
Once you re-glitch your vehicle back into the garage you will have to back out of the game by pressing Start + LB + A + A (Xbox) to go into the GTA Store, back out to load game back up. Once you go into your garage you will notice that you have duplicated the vehicle into your garage. One being insured & one not insured, you can check to see which is insured by pressing down on the d-pad. Take the uninsured vehicle out of garage and destroy it to clear up a free spot in your garage.
Guide:
1. Find desired car, like a cop car (high end NPC and other player vehicles will not work)
2. Steal it and lose your wanted level
3. Destroy the driver side door off the vehicle (with the driver door open, ram it against a pole or other car for example)
4. Take the car to your garage, park it just shy of the "walking into garage" cut scene trigger point.
5. Get out of car, if done right you should see a cutscene with you driving the desired vehicle in

Check out Ogre_Thug's video here: , it provides a great explanation of how to do it. Please note that each time he get's in the ambulance and gets out, he is attempting to move it an inch forward, then he get's back into the ambulance to see if the cut scene triggers.
Tips:
1. Keeping the car straight as can be in front of the garage
2. If you put the vehicle too close causing the cut scene to always trigger when you try to re-enter the vehicle, press the start button after pressing triangle or Y to enter the vehjicle. This should stop the cutscene from triggering, allowing you to reposition the vehicle. You could also use another car to ram it out of the away, or get a wanted level.
3. The vehicle will have a tracker but cannot be modded or insured.
4. You can call your mechanic to deliver the vehicle
5. To put the vehicle back, simply call your mechanic for another vehicle
6. To repair it, simply put it back in your garage (call your mechanic), start a mission, find a new sesion, etc.

Okay, here's how to insure the vehicles.
Step 1. Get the vehicle you want in the garage.
Step 2. Get any other vehicle that can be insured.
Step 3: Insure that vehicle, and put it in your garage.
Step 4: Take the insured vehicle out of your garage, and blow it up.
Step 5: Go back into your garage, and get in the car you want to insure. DONT DRIVE IT OUT YET
Step 6: Dial Mors Mutual insurance, and keep it at the menu where you can select the car.(The one you just destroyed)
Step 7: Drive out of your garage now, but don't close the mors mutual menu.
Step 8: During the cutscene of you leaving your garage, the menu will pop back up, now confirm it.
Step 9 :Re-Glitch your vehicle back into your garage. (This is important, if you don't do this or sign out during this time, you will lose both cars)
The car should now be insured after you drive it back out.

This may only work with garages that have drive out cutscenes.
