If I was wanting to make a modding program that opens up other programs like HxD, Xport etc, which would be the best to do it in?

In all seriousness though, C+- would be best. Because it's the opposite of C++. Instead of being object oriented it's subject oriented, this gives you access to new operators like >> which means less than, and << which means greater than. It also gives you access to the awesome ¡ which means equal to, and of course the = which means not equal to.
