Okay so you all know about the blue circle trick from the street car dupe glitch.
Well, it still works, and we've been doing it wrong the whole time.
It's a lot easier than all the guides and things have outlined. Ignore the actual blue circle. It does not matter. Ignore damaging the car or breaking off doors. It does not matter. You can break off the door (driver's side or passenger will work) if you want to see the car change in some way to verify that the car was blue circled, but the door DOES NOT HAVE TO RESPAWN to be blue circled, so you're kind of just wasting your time.
First, make sure you're in a session that has at least one other player in it.
Next, all you have to do is get any random street car. Any normal car will work, even cars you can't store or modify such as semis and box trucks.
Park near the door to one of your garages (not CEO garage. Apartment garages may also be problematic). Be careful not to drive in.
Make sure you park close enough that you can get to the garage door quickly. I've had it work where I was parked a few feet away with the driver's door facing away from the garage, but to be 100% sure, just park with the driver's door next to the garage door. Park so that when you get out, you'd be just a couple of steps away from the garage. If you park too close, you might not be able to activate the door.
When you jump out, RUN to the garage door. You want it to pull you into the garage as quickly as you can, although there seems to be quite a bit of time, so don't worry too much about parking up perfectly or anything.
Once the garage loads, count to three seconds, then turn around and WALK out of the garage. It seems you have a lot of time to get out, but don't run out, and don't leave too soon. I've gone in to evade a wanted level and it still worked once I came back out after waiting.
The car is now blue circled. Guaranteed. You can be even more assured if, when you first see it or start driving it, you hear/see parts break on the car suddenly, but this is not a requirement.
Also, depending on where exactly you parked the car, you might spawn some distance away because the game can't find a safe place to put you. Occasionally, you might spawn inside the car as well. Don't worry. In either case, it should still work.
Tonight, I filled the street with something like 30-40 street cars. I didn't have a single failed blue circle, and I didn't bother breaking off doors or anything like that. They all worked 100% of the time. I wasn't even careful. There didn't seem to be a max limit that I was able to hit either. But before I could test to see how many it would let me do, some dickhead came along and blew up my whole roadblock. I worked on that thing for like a half an hour! Oh well.
This can be fun if you're bored, and maybe it could lead to other glitches down the road...
Here's some screenshots of the roadblock I built. There is even a cop car in the middle (I left the lights flashing and you can see it in the last pic on this link). It seems like any car pretty much can be made to not despawn this way.
And here's the aftermath of some kid blowing it all up.
And here's another one I actually did a while back when it was snowing.
