It's pretty solid overall but I'd change a few things:

The motherboard doesn't support overclocking, so you should either change motherboard for a Z170 mobo or the CPU for the i5-6500.
A 120gb SSD is not enough (Talking by experience)
You can save a lot of money by buying a win10 license online.

He's not going to be doing any overclocking, and the SSD was mainly going to be used for operating system. So other than that it's all good?

If he's not going to overclock, get the i5-6500 and keep the OEM cooler. No need to buy new fans either.

I too only use my SSD for my OS but I'd still recommend 250GB

You can find legitimate Windows 10 PRO keys on eBay for 10USD. Other than Battlefield, what other plans does your friend have
?

Get your OS for less than $30 from G2A, Kinguin, eBay, or /r/microsoftsoftwareswap

Use a wired connection, not wireless. If your router is too far away, use something like this;

Optical drives are totally obsolete. Cheap kb+mouse with this budget is stupid. As is 1080p monitors IMO, a single ultrawide would be nice, plus it has a 75Hz refresh rate. You can always add a 2nd monitor on the side later if wanted, just get a nice 1080p monitor fro about $100 or so. Nice big SSD. 120GB SSD is absolutely stupid. Even 240-256GB SSD's are starting to make less sense. 6600k makes zero sense if you're not overclocking, and H110 chipset motherboard is horrible.
