I made this build according to my budget of roughly 1300 dollars. I don't do rebate so I was wondering if this is the best build I could make via the amount of money I've put fourth.

Fixed it up a bit. You had DDR3 memory when Skylake can use DDR4. Better mobo that you can OC with, added HDD(idk if you need), picked a 390(its better), smaller case(full tower is nuts bro), better PSU, dropped the CD drive.

The problem with no CD drive is i have some games still on CD.

Since you wanted a 970. SLI support. You'll definitely want an HDD though if you don't already have one.
I was doing some changing around and my ideas somewhat changed for what I wanted I created a water cooled build with a decent case that will allow for some really good airflow since i have some really bad heat issues where i live. But As of now I'm torn between the 970 and the R9 graphics cards. My intention is to play games like Fallout 4 and the division GTA 5 and of course Counter-Strike GO :wink:

That case is absolutely horrific. Stick with the Enthoo Pro. As for the cooler, spend the extra $10 for the NZXT Kraken X61, it's far better. As for 970 vs 390, get whichever you prefer. The 970 wins in some games, and the 390 wins in some. Either will be a perfectly fine choice. Keep in mind that the 970 is more efficient. With the 970, I recommend a good quality 650W unit for SLI support, and if you go for the 390, get a good quality 850W unit for XFire support.

That's not true, several cards beat it. I think you mean for price : performance, because it's definitely not one of the best. Regardless, there are reasons for both cards and it comes down to OP to decide for himself between the 970 and 390, depending on the games he plays, or his preferences.

The problem with the case you suggest is I feel it will make water cooling slightly more difficult as far as I can see. I could be wrong I'm still a noob XD

You're using an AIO, not a custom loop. Even an mATX case would fit a 240/280mm radiator. The Enthoo Pro would be better than that terrible DIYPC case for watercooling anyway, if you were putting a custom loop in it.

I would recommend to get different keyboard and mouse as well. I've used that combo and it's decent for general computing (web browsing, email, etc) but is terrible for gaming. With a $1300 PC budget I think you could afford a good keyboard and mouse. If there is a BestBuy near where you live I suggest going and trying out some mechanical keyboards that they have (if they even do) and see what kind of switch you like. As for the mouse, it depends on your grip style, what DPI you want to play on, and the ergonomics of your hand and the mouse. You could also try out mice at BestBuy.
