for some reason i cant hear or talk to anyone in gta the select menu setting is set to everyone and i still cant hear anyone

Not much you can do about that, you are have either been muted, have a faulty headset or you haven't changed the consoles settings to have sound play through your headset instead of the TV or none

Well since you can't even hear anyone then it's gotta be something wrong with your mic and if it's not your mic, I would suggest making a ticket with Rockstar support and making sure you weren't muted due to people reporting you.

I have heard many people who get falsely reported by little kiddies for abusive language even if no abusive language was being used.

It might not be the case since I think when you get muted, you get a little notification above your radar or somewhere on your screen that tells you that you have been muted.

It mostly is an issue with your mic, I would try the following tip and see if it works you.

Well then that might be a problem with your mic/controller. Try unplugging your console and plugging it back in though. Keep it unplugged for several seconds though. Sometimes the console might not recognize that a mic is plugged in and resetting console might fix it.

Also specifying what console you are playing on might help others give you better tips.

hey guys thanks for the advice turned out to be my chat cable on my headset, it can input me talking but for some reason i cant hear things like people talking and the sounds for leaving and joining a party

Are you on xboxone? This is a known problem for the Xbone Console. Just google it and you will find this is a common problem. Many have replaced headsets and still had problems. I am in the same situation. Sometimes it works, sometimes it doesn't.

Rare but on occasion I hear chat in the lobby. Most of the time I rock an open lobby solo so I don't even plug a headset in anymore.
