XVI file system

I found xvi files in the xbox one hdd - system support the name of the xvi is the same like the app but the file is not the same like xxx.xvd and xxx.xvi all the xvi files is 4 kb.
The files is decrypted. Do you think the xvi file is the licence of the app or game?
