It's all based on your internet. You're upload speed is never as high as your download (nowhere near it). I can tell you though, if you have 13 up, you're fine. I have 10 down / .5 up and I never have any lag.

Are you running wired or wireless? You will always get better speeds when wired.

Well unfortunately, the only real answer here is to get better internet.
Haha.

I'd kill for what you have though, I'm like a 30 minute drive out of Google Fiber's internet service. 1Gb/s would be amazinggggg.

Upload and download don't play as big of a part as your latency(ping). You have very good up and down speeds. In order to have a decent multi-player experience your ping needs to be under 100ms. The smaller the number the quicker you talk to the server or host.

That's probably your ISP, not your XBOX. Try doing a hard-wire connection instead, if nothing else open some ports on your router. I can't remember which ones XBL servers use, so google it.

I play with 10 mb down and 760 kb up and have no problem. I have dsl and had my ISP change my connection from interleaved to fast path. Some ISPs will do this some will not. It cut my latency almost in half. My xbox one shows a steady 89-90ms ping. Which is a bit higher than i would like but rearly have any issues. It really truely has little to do with speed up or down unless you are doing multiple things on your internet connection. If you are sharing the net the that will be your problem. Even if you are not using the entire bandwidth provided to you when you have multiple connections going it will cause your latency to rise. It may come just as spikes but it will happen. You have awesome upload speed and the speed isnt your problem I can assure you of that.
