Solved Xbox 360 SDK error S1001

So i restored my pc an i had all this stuff downloaded already an i re-downloaded xbox 360 neighborhood an when i try to open it it tells me this,

This setup executable has not been packed with files and settings.
Please use the PACKER to build this executable.
Error Code: S1001

It didnt do that to me before when i tried to download it so please help.

What version of the SDK are you trying to install?
