Unsolved Xbox 360 rgh freeze upon boot

I have a corona 4g rgh xbox 360 latest dash(17599.0, stealth server sheild). Everytime its boots up its a straight freeze picture of xbox mid spin. I've tried disabling plugins a upon boot with disc tray, also tried a clear launch.ini. I'm stuck at this point. If anyone can help with suggestions i would appreciate it.

Can you boot Xell? If so, perhaps reflash?

Does taking out the HDD make a difference in being able to boot?
