He is correct about that. Bounties refresh at 5am EST every day.
Just like when a new Destiny week starts is at 5am EST on Tuesdays (when your progress in the VoG resets, new nightfall strike, etc.) . 
Also, Xur is now in the tower, first one to find him gets a like
