My Motherboard is outdated so I can't get any really new processors, but between these two processors which would be better for using my HD PVR. The problem with my current setup is that when trying to playback my recording it is very laggy. For instance when using Sony Vegas I can barely watch the video, which makes editing very hard.

Current Processors
Intel Pentium D 820

Here are a couple I'm thinking of getting
Intel Core 2 Duo 6420

Intel Pentium D 930

What type of motherboard do you have? That way you can know the max it will be able to handle. I have a crappy Dell motherboard and this type of CPU is supported by it...

I personally have a crappy Single Core and run my HD PVR fine.

IMO I think the Intel Core 2 Duo 6420 processor would be better. But I would do your research before you buy (incase you havent already) just to make sure you get the right one.

Mine will record fine but can't playback without lagging.
