Found it. Not Mine, FYI.
to do so...
*zanzibar used in example*
1) open your map with Insolence
2) scroll down to the [vehc] tag and select the one you want to spawn a damaged vehicle.
3) Hit the 'Vehicle permutations" button in blue
*warthog.vehc was used in example*
That little permutation box (#3 in the pic) determines the variation of the vehicle.
If your editing the warthog.vehc or warthog_gauss.vehc, change that value to "damaged"
and it will spawn visually damaged but has full health and a chain-gun turret.
This goes for all vehicles. Just open the vehc tag of choice, select
"vehicle permutations" and change the variation value to "damaged" to spawn a damaged
version of that vehicle.

go into the vehi tag and change the "Default Model Variant" to "damaged" in meta editor in entity?
