Solved Stay in public lobby alone?

Is there anyway to stay in a public lobby COMPLETELY alone? I can lag myself into a lobby where no one is around, but it quickly fills up. I'm trying to do the finance jobs.

At times when I am in a public lobby I usually don't do anything and sometimes everyone in the lobby lags out and I am by myself and I am aloud to do the CEO jobs without anyone else in the lobby

There is a number of lag switches about. If I could give you my internet I would I get lagged out all the time. Nightmare try doing what your doing. Or use WiFi also try changing MTU. If your lucky you might enter a public session on your bill everytime.
(Remember what your MTU number for the next time you want join friends etc)

The only way is to lag yourself, but people will eventually join.
