Yes there is, however it is fairly buggy.

Add http://repo.siriport.ru as a source, and then install the 'SiriPort.Ru[Original-iOS7+]' tweak, and reboot.

Already tried it, no luck bcoz siri certificate is no longer available

siriport is down. Go on Cydia and add the source http://cydia.bassamkassem.com/ and install [Ac!D]Siri-iOS 6.x whatever iOS you are on then install the repo http://wordjelly.com/repo/ then install iOS 6 WordJelly Controls then Reboot if it doesn't prompt you to. After go to the settings--> WordJelly and install the certificate and after Turn Siri on through the [Ac!D]Siri settings in the settings app and respring then give it about 5 seconds to load then try out Siri. Sorry i poorly wrote this. In a rush

None of them work as they have been down for years as nobody uses that iOS really.
