Unsolved Server not lagging before, but now is.

I've hosted hamachi servers with my friends and they didn't lag in the least. Now I'm hosting a FTB modpack server (Direwolf20 pack) and it will spike to 200ms about every 10 seconds.

Can someone tell me why this is? I have 4GB on the server, so it doesn't really make sense to me.

That could be a number of things. The mod pack could be badly coded and lag from that. It could be the amount of machinery and other blocks updating at one time. Or it could also be your internet spiking every few seconds.
