Discussion Questions about modding

I'm new to modding and these are some questions i would like to know.

1.I've heard that you can't mod with 60gigabyte hdd's. Is this true? If not true how can i access partition 3 on my hdd to find my saves profiles etc.

2. What is no clip

3. What is the most recommended way to mod for me (a begginer) with a 60 gig hdd.

Ty but 1 more question how do i replace my game saves. i found my directory of my game save but it wont let me replace. i drag it then theres a circle with a / in it.

go into your control panel, then into user accounts and search for "UAC" (user account control) and turn it off
