Solved Quest modding

ok so I am trying to undo the doctors order quest using gibbed but whenever I set it to not started it wont let me accept and when I have it set to active it has it completed. I don't know whats wrong or what to do any help appreciated thanks

for some reason i cant drag dominates quest save into horizon why is this ?
