I use xb online conssole
Xbox One?
If so you probably need to delete some video captures to free memory and then restart your console.
If needed you may need to delete any apps or games you aren’t using.

Have you tried checking for an update?
If that doesn’t work try uninstalling and reinstalling GTA.

The xb360 has individual dlc packages you need to dl to add into your game. The xb1 has grouped them altogether.

You are either missing them, had deleted one, or corrupted one depending on your recent activity.

Uninstall everything gtav, then reinstall.
Then try going online.
If presented with the same alert, dl 1 dlc at a time until you can. There are no forced purchasable dlc's required to play online. Good luck

that shouldn't be a problem you just need to download the DLC packs from the game store the disc should work fine.
