Not in the slightest, there are 138 or 139 things it could give you IF it finally does land on mystery prize. I tried 6 times today to land on mystery prize before giving up because it finally landed on vehicle and I hadn't won the Divo yet anyway.
 

Not the case, they're already being passed around and stored via various methods.

Spinning the wheel and hoping for the slamvan would take a while..
If it lands on a Mystery Reward, there's a approximately a 14% chance it will be something from the vehicle category with approx 0.72% chance it will be the Slamvan.
"The overall probability of winning the car is equal to ~0.005%, which makes it the rarest vehicle in the game."

Series a-bikers have special 2 seater versions with the molly crates, and then the 4 seater versions appear as chase vehicles

one of the Casino works in freeroam "Lost in Transit" can have 2 slamvans as well

That's one way, and supposedly has a very low chance of being the vehicle you get.

There are other ways to get it now, as it's supposedly no longer black listed. Just not sure if it's all that special to actually go through the trouble to get one.
