Yes your KV does need to be unbanned. You also need stealth server or offline files.

You can connect to the internet without being banned, but you can't connect to Xbox Live.
Does the YouTube app require Xbox Live connection?

Why would you want to watch YouTube video on your console? Why not just watch it on a computer?

As mentioned above if you need to be connected to Xbox Live to use the YouTube app then you won't be able to watch YouTube videos.
