Do you already have a nice monitor above 23' ? If so then don't get the monitor and buy a 660Ti or a 7950.

Then I see no reason to get the monitor, save for abit and get a 23' IPS panel monitor.

Trust me i would always advise the 7950.
I have one and will never say anything bad against it, in fact i'm buying another soon to crossfire it.
Its your call pal.

how do i check?

Right click desktop and click screen resolution.
Right click the screen and go to properties, then monitor tab and see how many Hz your monitor can run.

can you run everything on high/ultra?

Yes haha.
Just to educate you now, if you are one of those people who want everything 60+ fps well you're silly.
Your eye cannot see past 60+FPS and almost every game the 7950 will play 60+ fps.
