He said you needed Dashlaunch. What exactly does this do or what is it?

And also, he said TU27, but i'm not sure if that's the latest or if that's the one I should use or not.

dash launch Will Load the GTA V Mod menu Plugin File, Like showed In the YT Vid, & yes TU27 is the latest current Update.
