Steps:
- Setup for the RC - Car Merge on C1 (Must have donor vehicle and 1 free vehicle inside your arena)
- Once setup for RC - Car Merge start Netcut on C1
- Login to your account on C2
- C2 needs to get back into lobby with console 1 (use a friend who is in session, or if you have a 3rd console already in session so that C2 can join)
- Use receiver vehicle from C1 using any GC2F (Must receive the vehicle you want to mod ontop of C1 receiver vehicle)
- Once received car wait for the orange loading circle (bottom right) then log out of account on C2
- Go back to C1 and stop netcut.
- Completed RC - Car on C1 merge (Remember to use the same car you received from your 3rd PS4 or friend
- Once merge finished, make a save and close your game on C1
- Start GTA on C1 and go to online, you will receive a message, do not load from cloud, load from new save
- Once back in session, call out MOC and you will notice the merge was successful
Helpful information:
I go into my router and find CS 1. I then kick it off the internet. If found, the best time to do this is when you are in the clouds. Just as you are about to land on your spawn location, cut the internet. You'll get the "Failed to save game" message.
Your now in session that won't save until you reconnect. So this is when you go to CS2. Do all the steps, sign out and come back to console 1. Do all your steps again (modify your donor car).
Once your happy, reconnect the internet from the modem (I have a Bell 3000 router/modem). As soon as you see the orange save circle show up, close internet again. This works like a quazi livery flip using the MS. If you disconnect too slow, you'll override your CS2 changes. I hit this about 50%. Yes, it works on Special Vehicles and Facility vehicles (if you use CS2 to merge them over your MS).
You know you have failed when you reconnect after the final disconnect and you have only CS1 changes.
Good luck. This took me 2 weeks of frigging around because the original directions are close... But not quite right. At least for me.
I haven't tried any airplanes or choppers yet.

Edit: to the three people who've asked me to take this down as it's a private glitch - cry elsewhere. I found this after two weeks of trial and error. I freely give it away and want no credit. Maybe some of those YouTubers can make a video now for everyone. Stella Crew / Glitchgod, Eastside boy, or whoever else makes legit content.
To be clear as well - I did this with 2 Xbox Ones - standard ones. Not the Xbox One X. Not sure if it works on PC or PlayStation, but those boys have mods and save editor and don't need this glitch. I also didn't use NetCut. My wireless setup at home with mesh pucks screws up NetCut. I had to go right into my router/modem.
Also, the hardest part to hit was staying in session without being sent back to single player. There may be other ways to do it, but the cloud method works the best for me. Feel free to share if you have a better method. You need that "failed to save" error, or you will time out / get sent back to so how player.
