Are there any tools that I can get that can track my kv unbanned time? I know most servers have this feature implemented, but mine currently has it disabled.

Can't you just use XBOX 360 neighbourhood to locate the file, then view its properties, and use the date at which it was last modified?

If you really want a GUI tool you could probably mock something up using the same process.
Just use xdevkit.dll to connect to the console, transfer the KV from the console onto the PC, read the info, delete it from the PC and then display the info. But for that to work you would need to disable any sort of KV stealing protection you may have.
Otherwise you could make a plugin that utilises the same process just without the connection and transferring.
