Solved Keep booting into stock recovery when I installed cwm through Rom Manager

I have a galaxy s4 i337 on 4.3. i want to install CM11 but can't boot into cwm.

Things I tried (in order):
  1. Factory reset
  2. Rooted
  3. Removed bloatware
  4. Installed Rom Manager and checked root with root checker
  5. Installed/ updated CWM
  6. Tried booting into recovery but it's only stock.
  7. pls halp

You can't get it to install the custom recovery or...?

I guess ya... I installed cwm from rom manager but when I boot into recovery it boots into the stock recovery 
You can't get it to install the custom recovery or...?
By I don't have an sd card

You should be able to mount a folder as an sd card if your rooted (I think).

Found everything out. Firmware 4.3 mk2 came with a locked boot loader so only safestrap can be used to flash roms, but you can only install touchwiz roms atm.
