Solved i need help with the Tunables.json file

I set the value of bounty threshold multiplier to [{"value": 1000000000.0}], (1billion) but when i load up gta online i select $2000 bounty then it sets a bounty of -21478416 dose anyone know the correct value for 1 billion so i can get it to work properly?
