Yes... You need to downgrade.
You need the original GTA Liberty City Stories UMD with the 2.0 update on
it to work though

Downgrading is easier for the most part, emulators sometimes have a hard time with higher lever fimrwares.

You can't with 2.60 and a ta-082. 2.71 could work though, along with other firmwares lower than 2.50. Sorry...
You could downgrade with a PSP firmware 2.60, but it can't be used with that motherboard. This results in a brick.

I said you need to downgrade to 1.50 BUT in order for that to
work you need to have the unpatched version of GTA Liberty City
Stories to load the downgrade exploit. You can tell if its unpatched
by looking to see if it has the 2.00 update.

You can downgrade a ta-082

Great. Here's a way you can run homebrew on your psp:

http://www.psp-hacks.com/downloads/kxploit_1.5_psp-dev.rar

First, you have to download this, it's KXploit 1.5. Extract it with WinRaR or a program you use. Run the KXploit Setup and install KXploit.

Download some homebrew, in your case, emulators. If it's compressed, extract it.

Now connect your PSP to your computer. Go to Start > Programs > KXploit Tool > KXploit Tool 0.3.

The program will be in Spanish. Click Idioma and select English to change the program into English. Type the name of your Homebrew in "Name".Select EBOOT.PBP ofr "PBP File", which is in the directory where you installed KXploit. Then select your PSP drive letter in "PSP" Unit. Finally, generate your files.

NES and NES% are folders that will be created. It is in PSP\GAME. Get some ROMS for your emulators and if needed, some necessary emulator files. Copy these into the NES folder.

Now, browse to the PSP Game menu on your PSP. You will see PSP-Dev Launcher. Press X on this, and you can now play with emulators!
