Hey, I'm trying to install WINE on ubuntu 8.10. I need to do this because i have ancient bottom of the line dialup that needs a program made for windows to connect. I downloaded the instalation packet, but it says i still need to connect to the internetz. WTF? What do i do? I'm pretty much stuck with this ISP for now.

If you need an internet connection to download something, and you don't have one, you aren't going to be able to download it. Maybe if you try an older distro, it might have support for whatever kind of connection you have.

Unfortunately, you are screwed I believe.

So, it is requiring you to connect to the internet to install a .deb? Hm...
Well, you could try plugging straight into a phone jack for some crappy dial-up, but that probably won't work, especially if you have digital phone. You might be stuck on this one.

Try posting some stuff over at the official Ubuntu forums (ubuntuforums.org) and try asking for help there. Remember to post specifics.
