Theres a hack devmode but it not by bungie, but it has basic stuff, like deathless_player 1 and
bottomless_clip 1
but you CANNOT type stuff in, it's in a menu that pops up when you hit F1 in-game

"DESCRIPTION"

Deathless Player
you cannot die - must reapplied after loading a game.

Bottomless Clip
your human ammo does not decrease

Infinite Battery
your alien ammo/battery does not decrease

No Overheat
your alient weapons do not overheat

Infinite Grenades
you have infinite grenades - this may not show until
you change grenade type

Superjump
allows you to jump to a custom height (e.g. very high)

Height: allows you to specify the custom jump height

One Shot Kills
damage caused by you will be fatal, which includes
players, scenery, gun turrets, invicible players

Time Freeze
(not as good as Physics Freeze) will freeze everything
except you, but characters will jump to where they were
going once time is unfrozen.

Physics Freeze
(very good) Removes gravity and friction for most
objects. Characters cannot shoot etc.
but will continue to float in whatever direction they were
travelling in or are pushed in. Particles are frozen.

Method:
You can choose "experimental" or "safe".
Experimental means that you can drive vehicles when
physics freeze or time freeze is on.

Save Checkpoint
Not implemented.


Skull 1 The following options activate the built-in "skulls".
Skull 2 These are a lot of fun. Try activating them all
Skull 3 (except skull 7) for a fun game.

Skull 1 - Envy - The Master Chief now has an Active Camouflage device just like the Arbiter's.​
Skull 2 - Grunt BP - Headshots turn into Plasma Grenade explosions.​
Skull 3 - Assasins - Most enemies have active camouflage.​
Skull 4 - ThunderStorm - Causes most enemy units to be their highest rank.​
Skull 5 - Famine - All dropped weapons have half ammo.​
Skull 6 - IWHBYD - Unlocks hidden dialogue in campaign mode.​
Skull 7 - Blind - Your HUD becomes invisible.​
Skull 8 - Ghost - A.I. charactes will not flinch from attacks.​
Skull 9 - Black Eye - Your shield doesn't charge normally.​
Skull 10 - Catch - A.I. will throw more grenades.​
Skull 11 - Spunknik - The mass of certain objects is severely reduced, making them fly further when smacked with a melee hit or explosion.​
Skull 12 - Iron - When playing co-op, if either player dies the game restarts you at your last checkpoint.​
Skull 13 - Mythic - Enemies have more health and shielding devices.​
Skull 14 - Anger - Enemies and Allies fire their weapons faster and more frequently.​
Skull 15 - Whuppopotamus - Enemies and Allies know where you are, even if you are using active camouflage. You can't hide.​
