Yes, the more expensive the skin is, the more damage that it does. A AK47 Fire Serpent FN 1 Shots anybody in the head.

They are completely cosmetic, holding no gameplay function. However, their different colours and textures can be used as a slight tactical advantage or disadvantage in some circumstances. Valve's Weapon Finishes Guide provides a basic starting point for creating your own weapon skins."

Skins are just to look at, they do not alter any of the guns statistics. Skins can be worth loads of money depending on how rare though.
