I'm wondering which of these two GPU's will be a better run for the value.

c) GTX 660 Ti. It's only ~$40 more than a GTX 570, and smashes it in every way (performance, power, temps, noise).

Lets hope my dad doesn't have a heart attack.

If it's too expensive, then I recommend a HD 7850 as it offers relatively the same performance as the 570, however uses nearly half the amount of power and runs cooler.

Nope. PCI-E is backwards compatible. Just as long as you have at least one PCI-E 2.0 x16 slot on your motherboard, it will work great.
When does it come out? Want that PhysX saw that BL2 Vid and shed a tear

Shouldn't really matter though it's an AMD

For a value case it's alright, however for an additional $25 ($75 overall) you can get something a lot better. However if you want to save some money, then stick with it.

Remember that, to get full performance out of the GTX 660Ti, you will need a PCI-e 3.0 and Ivy Bridge processor.
