This is a thread created for the purpose of educating people about blacklisted- and high end vehicles. The Black List is up-to-date with the current version of the game, which is the version on PS4, XBox One and PC.
Ooookay, admit it; you've at least tried to enter your garage with a Police Cruiser or an FIB Granger, thinking you could flex on your friends by trying to stop them in your brand new emergency vehicle. But to your disappointment, you cannot enter your garage or Los Santos Customs with it. You then decide to glitch the emergency vehicle into your garage, but the game removes it - like a victim of the Thanos snap.
What made the emergency vehicle disappear? Some sort of black magic? Close. Your shiny emergency vehicle has fallen victim of the magic of The Black List.
"What is a blacklisted vehicle?"
Great question! It's a script that is applied manually to specific vehicles, to make sure you won't be a cheeky boi and store a 200×200ft Cargo Plane in your 30×100ft garage somehow.
It's gotten the nickname "The Black List" by the community, which we call "blacklist" in casual terms. This is a programmed rule which speific vehicles GTA Online follow.
When a vehicle is on The Black List, it is impossible to store it in your GTA Online garage, even with glitches. The game will instantly remove it from your garage, and swap it out with an empty slot. No glitch can bypass The Black List. Specific mod menus can, but please don't use them, as it will absolutely give you some sucky consequences - bypassing The Black List on PC will mark you for suspension and character reset.
"What vehicles are blacklisted in GTA Online?"
The question which have always been asked about, but never quite got the straight answer on. Open the spoiler to reveal all the current vehicles on The Black List. Everything is set in alphabetical order according to their code names.
A reminder that if you're on desktop, you can do CTRL+F to search for a specific vehicle. An equal function should also be there for mobile users in their browser.

Though, there are actually some vehicles which aren't on The Black List which should be, like the Clown Van and the bison2 (Mighty Bush) and bison3 (McGill Olsen). These three vehicles are the only ones that aren't blacklisted, but as soon as you change sessions, they will revert to their civilian counterparts if you've managed to store them; normal Bison and Speedo van. They will keep their unique paint, though.
Note: The Clown Van does not have the Tracker/Insurance option in LSC, so an exploit must be executed to obtain temporary ownership.
In the Finance & Felony Update, Rockstar Games introduced a new sort of blacklist. This blacklist is dubbed the "Tunable Blacklist".
Rockstar has in previous updates released tunable vehicles, but you could actually obtain them back when you could transfer your character, by making the game believe you had a DLC car in your garage on PS3 or XBox 360, with the help of a mod menu. This allowed people to drive around in the Roosevelt, Tampa, Lurcher, and Fränken Stange waaay before they were officially released. This resulted in Rockstar making a blacklist for tunable vehicles, so that the game will delete them if you had them earlier than intended. This rule still applies today with every vehicle that is a part of the dripfeed. The tunable blacklist is removed in sync with when the dripfeed vehicles become available for purchase. Though, you may store a Tunable Blacklisted vehicle in your MOC, but you will not be able to summon the vehicle.
This tunable blacklist also allowed (and allows) Rockstar to instantly tunable blacklist any vehicle with the scripts. This is how they removed the RC Bandito from players' garages without the need of a title update.

With that being said, if you find a method of storing these bad bois, they won't disappear, and will be yours to keep - until, you know, "someone" decides to blacklist them. "What's a High End vehicle then? Aren't they also a part of some sort of Black List?"
Well, yes and no.
A vehicle being high end is just a blocking for us to enter LSC and our garages with the vehicle. We can still own, let's say, a Comet by purchasing it from legendarymotorsport.com, but we cannot find a street spawned Comet and make it our own.
All DLC vehicles are marked as high end, regardless of their website or script value!
When a vehicle is marked as high end, but is NOT on The Black List, you can still force it into your garage with various glitches.
The high end rule does not apply to Story Mode, which also the reason why you can freely enter LSC with a Comet you just stole from some poor, unlucky soul.

"What about cars from Missions?"
All cars that are scripted to spawn in specific events/missions are unique in their own way.
When you get a non-high end car from a freemode mission, you may not be able to even enter LSC, telling you that it cannot be modified, nor can you store it normally. Though, if you get a non-high end vehicle out from a launched mission job, you can enter LSC, but the option for Tracker/Insurance will not be present. You also cannot enter your garage with said vehicle.
However, if the vehicle itself isn't on The Black List, you can force the car into your garage, regardless if they have an LSC blocking or is high end, with various glitches that sometimes shows up on this forum.

Back when GTA Online launched on October 1st, 2013, you could get ANY vehicle inside your garage with glitches - even both Tow Trucks, Rhino Tank, police vehicles, or extreme vehicles like a Buzzard, P-996 LAZER or Dump! Back then, The Black List wasn't in place. There was storable vehicles and high end vehicles.
All blacklisted vehicles now are high end vehicles too to this day, at least according to the files.
Chrome Sheriff SUV reporting for duty!
After The Black List was set in place, Rockstar Games forgot a few vehicles, including the snowy Emperor and the Sheriff SUV. You could even enter LSC with the Sheriff SUV!
What do you mean I can't enter LSC with my street-stolen Rat-Truck?
Regardless of the value of the vehicle in question, all DLC vehicles are automatically marked as high end. This also includes blacklisted vehicles.
Why yes, this is my own Taxi, what do you mean?
You can enter LSC with a Taxi and Merryweather Dilettante, despite that they're blacklisted vehicles. You can add bombs to them if you want to annoy someone!
You can also enter LSC with McGill Olsen & Mighty Bush Bison and Clown Van.
Wait, where's my Rat-Loader?
The Rat-Loader was accidentally put on The Black List when the Beach Bum Update got released, leaving many in anger, because that thing was NOT easy to come by in Sandy Shores, and was considered one of the rarest vehicles at the time. They whitelisted the Rat-Loader in the Valentines Massacre Special again, adding it and making it free on southernsanandreassuperautos.com, along with all upgrades offered in LSC. Rockstar Games removed the free features a month later via tunables, making the Rat-Loader the first vehicle to ever have a tunable effect. 2nd place goes to the original Roosevelt, which was officially released a few days later.
I WAS GOING TO EAT THAT!
The civilian Burrito van was once a normal vehicle that you could own, but not insure, because it wasn't allowed in LSC. It was blacklisted in the Heists Update... which was probably the worst update to ever blacklist an epic Heist van, but hey... civilian Gang Burrito!
It ain't Lost much longer now, huh?
The Lost Slamvan is the first vehicle ever to be officially unblacklisted that cannot be bought directly from the in-game websites, nor gets "converted" to a normal Slamvan like with the Clown Van and Speedo.
There is a 0.005% change that you'll win the Lost Slamvan as a Mystery Prize from the Lucky Wheel in the Casino.
Or... well, you know...
Let's Duke'm!
The Duke O'Death was obtainable in the Heists update with the help of a SP2MP method, and store any vehicles method. Rockstar then added a very special script for the Duke O'Death in GTA Online that resulted you being blown up immediately upon entering a Duke O'Death.
Sure, you could still own the Duke O'Death, but you weren't able to take it outside.
It was later blacklisted in the next update, the I'll Gotten Gains Part 1 Update. It then later got unblacklisted in the Special Vehicle Circuit update, adding it to Warstock Cache & Carry for $665.000 or FREE for returning players.
The same happened to the Go Go Monkey Blista, Sprunk Buffalo, Redwood Gauntlet, Burger Shot Stallion, Pisswasser Dominator and Marshall - yes, Rockstar forgot to Blacklist the Marshall for some reason. However, the Marshall remains blacklisted to this day.
