Solved Gta Dlc unlock Xbox 360

how do u get the Halloween dlc and the NEW special event t shirts on next gen? I'm on Xbox 360 and unlock all does not unlock the Halloween masks or the new special event tshirts from Halloween dlc After transfer.

on PS3, they unlock all as mp admin using a LTS tool which unlocks all the dlc on next gen? Why can't we do this on jtag/rgh??

I've never seen this tool? How would I use this too unlock Halloween dlc for gta on next gen?
Halloween dlc was only for next gen and PS3 modders have a menu that unlocks this dlc when u transfer?
I'm jealous right now smh why Xbox can't get the same options
