Ok so I recently went to run a defrag on my pc. Cant do it because there is a scheduled chkdsk to be ran. So i go into command and attempt to run chkdsk /f c: to my alas the drive cannot be locked. So I run chkntfs /d, then chkntfs /x c:, followed by fsutil dirty query c: which return c is dirty. now I cancelled the chkdsk with (chkntfs /d and chkntfs /x c and scheduled a new one. Heres the problem:

Check Disk will not run on reboot. It bypasses it and goes straight into windows. Now i desperatly need to defrag.

TL;DR
Need to defrag, can't defrag cause chkdsk needs to be ran, cant run chkdsk cause drive wont lock.

Aren't there disk utilities on OS discs? Do you have one of those? Which OS are you using?

Did you try to run any of these scans in safe mode?

You can also try booting to an emergency or rescue CD, I know those have disk utilities on them if all you're looking to do is defrag/chkdsk

XP, tried in safe mode, tried to use the recovery tools.
No avail.
