I have neighborhood up, and I have all plugins set correctly on dashlaunch

Make sure your on the game or in the game when you press "Connect To Jtag".

Most likely a firewall or antivirus issue. What antivirus software do you have? Mine did that when I had Norton installed on my laptop.
