I never sold more than 2 cars every 3 hours, and no more than 6 a day. I did this for 100s of cars without ever hitting a daily limit. As soon as I switched to my secondary to start selling those I got the warning after 1, I waited for 2 weeks then tried again and the same thing happened. The other day I decided to try again using my secondary and hit the 1 car limit immediately. I haven’t really sold anything besides those 3 cars in months because I don’t use my secondary character. According to this thread the only time you get limited to 1 car a day is when you are repeat offender, which also removes your ability to use custom plates. But since I still have custom plates and was able to sell 100s of cars without any limits whatsoever indicates I never sold more than 2 every 3 hours within 30 hours. I was always able to sell 6 for months, yet my secondary can only sell one. Now my entire account is restricted to 1 without any indication as to why. If I was flagged as a permanent offender I wouldn’t have custom plates at all, and I would have hit some daily limit below 6 prior to this. Honestly I don’t even care anymore, I barely play this game and have nothing left to purchase anyways. I already own everything, every Pegasus vehicle, item of clothing, gun, and property. GTA6 is going to be woke trash anyways so I’m probably just done with this series. As I said, the daily sales limit stats are shared between your characters. If you're at exploit level 2 (the cap is set to 8) and you sell 5 cars on your first character, you won't be able to sell more than 3 cars on the second...
Also, the daily sales limit is not fully explained in this thread as there is no mention of how your exploit level changes or the season system that governs how players are considered as "repeat offender". You certainly have a solid knowledge of the system, but that doesn't stop the sales limit from being designed to confuse players at every level. And honestly, even though I know the sales limit system by heart I am unable to really explain it clearly.
The only advice I can give you is: never sell more than 2 vehicles per 2 hours AND try to determine your exploit level to try to get back down to 0
Last thing concerning the plates, if you have access to them on certain vehicles and not on others it has nothing to do with your level of the daily sale limit. Indeed, for various reasons, the access to the personalized plates can be blocked on certain vehicles, and more generally the duplications. This could explain that on your first character you have access to the plates but not on your second one
