Can anyone point me in the right direction of how to make a vehicle mod? Like on the xbox 360 you could put bike tires on cars and stuff like that? I'm trying to make boat mods

You tagged this with PC, but do you want to know for Xbox 360?

For Xbox 360, I'm not sure. You'd have to modify hash values to "make" new vehicles for Xbox 360.

Now for PC, since I'm also trying to find out, I can somewhat point you in the right direction. Please be more specific first as I'm not sure which "vehicle mod" you'd like. There's actual car modeling and then there's texture editing. Either one will require to grab a modeling software. Most vehicle modelers/texturers use Zmodeler3, but you need to buy it. If you plan on texturing, you'll need photo-editing software such as Photoshop (for less expensive alternatives, I'd suggest Paint.net).

Until you provide more info, I can only give you this much help.

OK textures.

Basically I've learned you need the following:
1) A modeling software (most use Zmodeler3)
2) Photo-editing software
3) A template of the vehicle (in this case the boat) that you want to texture. The template is used for UV mapping and helps you figure out how to texture the boat properly without much guesswork.
