There is no recommended build for 1.0 yet. However, you may use a dev build.

Many of the plugins aren't updated to fully support the newest build of minecraft, however, many of them still work. There is no guarantee that a specific plugin will work though.

is this for a server?
because if not I think single player commands has world edit in it(the wand thing) and the /fly command(or just use /gamemode 1 and then press "space" twice)
