boot up problem

    ok i have a computer that has trouble turning on. when i turn the power on the fans run on high and nothing happens. the only way to get it to work is to unplug it for like 5 minutes then plug it back in and it works. but i think doing this constantly will do damage is not a good long term solution. i have a strong belef it a hardware problem because my windows was corrupt (there might be connection between the two)but now i have ubuntu and it work fine but its kind of slow. my laptop sucks so i woud like to get my desktop back.
