I would say not.

For Consoles the story is somewhat different. Unless you have hacked the console to allow third party software and can program your own tool, or have successfully modified the actual encrypted files on your console directly, the sanity check gets rid of them. I am unaware of methods to do this.

However Black is Back on PC ez. Nexus ( the site which houses the GOOD Bethesda mods ) also has a section on BL2. What you want is the Boarderlands Hex Multitool, which allows you to make a few changes to the executables of both Borderlands 2 and the Pre-Sequel, including sanity check disabling, Currency limit boosting, inventory limit expansion, and more. These changes are permeant and do not need to be made every time you boot up.
Gibbed save editor is all i use for consoles with their corresponding decryption tools. PC still gibbed and tennojackers cheat table (superhappyfuntimemode)

You can get black items on console just need to add them thru the mission rewards tool in gibbed it wont stay after you exit game so only add if you plan on playing for a long while as it can be time consuming adding them in thru gibbed
