no it means you have a less than optimal connection, to play xbox live, a certain speed condition must be met

Do you run a wireless connection to play xbl?

If so, the problems you are experiencing may be do to this. I have problems every so often with connecting to live. One day it will work for a good while and the next day it won't.

Type your IP in into your address bar. (Usually 192.168.1.1)( If not try 2.1). Log in password and login are usually admin if you can't get it, google your router and find out. Look for your MTU and change it to a higher number.

Actually, the MTU is the maximum size of a packet that can be sent
    through your internet.

Example, Xbox live's minimum MTU is 1364, although you should play with 1500.
