1. wat does rebuliding in open iv do?

2. do i have to do it everytime i change something?

Rebuilding is used to drop the file size of an RPF file when you delete something or reduce the sizes of files contained within the RPF. The reason you need to do this is when you delete data out of an RPF it mearly 0's out the data rather than actually removing it leaving big gaps padding the file size. So when you add a new file or make changes, they are added to the end increasing the file size even though you removed data from the RPF. Rebuilding rebuilds the file table and reallocates all the free blocks to the end of the file where they're cut off to drop the file size.

You really only need to rebuild if you delete stuff out of an RPF.
