The DVD version of the game was released in 2006. I am going to note that it does in fact have forms of DRM on it. Windows 10 doesn't support it so the company released a diskless patch for the game. I am however still required to use the disk to install it.. I am not sure if the lack of DRM...
PC games aren't supposed to be region locked. I also did change the region of the dvd drive in the device manager (With rpc-2 you can do this 5 times before it becomes locked)

So the answer is yes you can do what I'm looking to do. I can actually go back to RGH 1. The problem is I'm not allowed to have a soldering iron on campus so I cant change the jumper settings so I have to wait until the end of the semester.
